HR MANAGER – Temporary Contract
Job summary
Main duties and responsibilities
• Generating and presenting HR reports to the Directors and Senior Management
• Undertaking ad hoc projects in conjunction with other members of the Workforce, HR Operations Team and as the Director sees fit.
• Providing administrative support for disciplinary and grievance hearings and investigations,
• To represent the organisation at meetings with external agencies regarding local and national staffing initiatives.
• Ensure that the Decision Making Group (DMG) receives timely and accurate relevant management information as well as providing provide accurate and relevant information to HR as required, such as sickness absence data, appraisal for example.
• Develop and maintain effective and proactive communications mechanisms with staff, their representatives and staff organisations in order that a partnership approach to employee relations with complex disciplinary, grievance or change management issues and to ensure that staff participate in achieving the organisations aims and objectives
• Supporting and assisting in change management and organisational development issues.
• Communicate at all levels of the organisation including one to one, facilitating groups, delivering training, to act as the investigating officer at disciplinary, grievance, sickness hearings by presenting complex information, writing confirmation of outcome hearings, compiling reports and policies etc.
• Ensure that information is of the correct standard for hearings and Employment Tribunals.
• Actively promote staff engagement and advise managers on the benefits from valuing and involving staff in improving service delivery.
• Support and advise managers on relevant terms and conditions for all groups of staff.
• Development of HR policies, procedures and guidelines, as deemed appropriate to include lead responsibility for particular areas and negotiating with others to secure agreement.
• Develop and deliver training or briefing sessions on new or revised policies or procedures for staff and managers.
• Develop effective relationships with recognised trade unions and staff representatives and promote good employee relations.
• To promote equality, diversity and rights in all actions and activities.
• Able to systematically identify and address human resources issues in the context of the business planning and organisational development processes, and ensure that implementation is managed and maintained with line managers

MANAGEMENT RESPONSIBILITES
• Maintain a thorough working knowledge of employment legislation, MHPS and case law, anticipate and react to the implications for working practices
• To work in partnership with the other HR Manager(s) to ensure the service and team work effectively, including ensuring there is adequate cover to meet demand, and the appropriate development opportunities are made available
• Core member of the DMG
• Ability to ensure effective time management of the HR team in order to meet deadlines and deliver an effective service in the face of conflicting operational and strategic priorities. Able to manage own caseload and provide leadership where necessary.
• Establish networks, both internal and external to the organisation, to assist in the maintenance and development of a quality human resources service.
• Maintain effective communication and teamwork with human resources colleagues both within and external to the organisation.
• Ensure human resources principles are applied and adhered to in the interpretation of employee relations and organisational issues. Provide professional leadership and advice in the face of difficult and complex decisions
• Any other duties commensurate with the grade and in line with the requirement of the post
DECISION MAKING
• Responsible for providing specialist advice.
• Resolving HR issues based upon understanding, experience and interpretation of the organisation’s policies.
• Providing advice to other managers and services.
TRAINING & DEVELOPMENT
• Ensure that mandatory and statutory training in up to date as required
• Conducting and undertaking own and teams annual Development Review/appraisal.
• Ensure that any personal development highlighted within the PDP is undertaken.
• Ensuring that the members of staff participate in the organisation’s agreed arrangements for appraisal, objective setting and career development.
PERSON SPECIFICATION
• Full member of CIPD
• Ideally Postgraduate qualification in appropriate field e.g. MBA, M Sc, MA etc
• Well – developed knowledge of current human resources practice and employment law.
• Relevant HR experience in a large complex organisation
• Evidence of leading successful HR change projects
• Working knowledge of employment law
• Knowledge and understanding of key NHS issues including national and local policy drivers, and the modernisation
• Drive , enthusiasm and determination to succeed
• Ability to develop strong working relationships and to motivate staff and others
• Track record of continuous professional development
• Recognises the importance of diversity and inclusion
BENEFITS
• Full time role Monday – Friday 37.5 hr week
• Pay rate from £18.00 – 23.00 per hour increases after 12 weeks
• Enhanced holidays after 12 weeks
• Ongoing role
